A BILL FOR AN ACT
CONCERNING AN EXEMPTION FROM DAYLIGHT SAVING TIME.

Currently, "United States Mountain Standard Time" (MST) is thestandard time within Colorado, except during the period of daylightsaving time
(i.e., the second Sunday in March to the first Sunday in November) when time is advanced one hour. The bill exempts the statefrom observing daylight saving time, making MST the standard timeyear-round.
Be it enacted by the General Assembly of the State of Colorado:
SECTION 1. In Colorado Revised Statutes, 2-4-109, amend (1) and (2) as follows:
2-4-109. Standard time - daylight saving time. (1) The standard time within the state except as provided in subsection (2)
of this section ,is that which is now known and designated by act of congress as "United States Mountain Standard Time".
(2) From two o'clock antemeridian on the second Sunday of March, until two o'clock antemeridian on the first Sunday of November,
or such other times and days as may, from time to time, be designated by act of congress, the standard time in this state so
established shall be one hour in advance of the standard time now known as "United States Mountain Standard Time".
IN ACCORDANCE WITH THE "UNIFORM TIME ACT OF 1966",15 U.S.C. SEC.260 ET SEQ.,
THE ENTIRETY OF THE STATE OF COLORADO, INCLUDING ALL POLITICAL SUBDIVISIONS THERE
OF, IS EXEMPT FROM SECTION 260a (a)(1) OF THAT ACT PROVIDING FOR THE ANNUAL ADVANCEMENT OF TIME,
COMMONLY REFERRED TO AS "DAYLIGHT SAVING TIME", AND SHALL OBSERVE STANDARD TIME AS PROVIDED IN
SUBSECTION (1) OF THIS SECTION.
SECTION 2. Act subject to petition - effective date. This act takes effect November 4, 2019; except that, if a referendum petition is
filed pursuant to section 1 (3) of article V of the state constitution against this act or an item, section, or part of this act within the
ninety-day period after final adjournment of the general assembly, then the act, item, section, or part will not take effect unless
approved by the people at the general election to be held in November 2020 and, in such case, will take1effect on the
date of the official declaration of the vote thereon by the governor.
