"Transition of the Russian Federation to the International system of Time Zones"
The State Duma deputy from the LDPR has introduced a draft bill entitled "Transition of the Russian
Federation to the International system of Time Zones".
The bill proposes changing the existing order of time calculation within the Russian territories
by returning to the former time calculation (1930-1981) - standard time plus 1 hour,
without Daylight Saving Time (DST) = "Summer time".
Instead of the seasonal clock change to "summer time", the bill proposes a change to actual working
hours for organizations and institutions around the country beginning on the first Monday in April through the first Monday in November of each year.
This would establish a permanent procedure for calculating time in Russia throughout the year.
The change would also avoid the harmful seasonal effects to the human biological clock and promote a savings of electrical energy.
If the bill is approved, it would come into force on 1 January 2011.
